But the ball is really in the coalition govts court now! They know perfectly well a right wing tory govt that is obviously going to be be hostile to the entire devolution 'process' lies in wait in a years time... so there is really very little time to lose if the assembly is to gain the extra powers it undeniably needs!! If they dont take the opportunity soon to stage this referendum we may not get the chance again in wales for years.....if ever!! As there is no way a conservative secretary of state for wales will support a referendum being staged on more powers for the assembly!
