You will also be aware that because of Electoral Commission rules you cannot just create grassroots Yes campaigns, you have to register it and there can only be one. We do not have a second chamber to oversee the work of the Assembly, and there has not even been discussions about such an instrument of government, without such a chamber Wales needs Westminster to protect the people from the excesses of government, you might argue such a system doesn't work in London, but they do not have an elected second chamber that I am sure you would prefer.
